On May 16, the inaugural meeting of the Oilseed Industry Branch of the China Association of Leading Enterprises in Agricultural Industrialization and the Rice-Oil Industry Development Conference were held in Suixian County, Hubei Province, drawing more than 120 industry representatives from across the country.
The conference was hosted by the China Association of Leading Enterprises in Agricultural Industrialization, with support from Hubei Provincial Grain and Oil Group Co., Ltd. and Yihai Kerry Golden Dragon Fish Grain & Oil Foods Co., Ltd., and organized by the People’s Government of Suixian County, the Oilseed Industry Branch of the China Association of Leading Enterprises in Agricultural Industrialization (hereinafter referred to as the “Oilseed Industry Branch”), and Hubei Modern Agriculture Co., Ltd. Jin Qihong, President of the Central Link Food Security Branch of the China Association of Leading Enterprises in Agricultural Industrialization and former Director of the Bureau of Organs Service under the State-owned Assets Supervision and Administration Commission of the State Council, served as the moderator. Chen Liang, Secretary of the Suixian County Party Committee; Xu Dangsheng, Second-Level Researcher at the Rural Industry Development Division of the Hubei Provincial Department of Agriculture and Rural Affairs; Wang Siliè, Deputy Director of the Agricultural Industrialization Division of the Rural Industry Development Department of the Ministry of Agriculture and Rural Affairs; Ji Daobin, Secretary of the Party Committee and Chairman of Hubei Provincial Grain and Oil Group Co., Ltd.; Li Xianzhou, Deputy Secretary-General of the China Association of Leading Enterprises in Agricultural Industrialization; and Liu Yingjie, Vice President of the China Association of Leading Enterprises in Agricultural Industrialization and former Deputy Director of the Personnel and Labor Department of the Ministry of Agriculture and Rural Affairs, attended the conference and delivered remarks.
The Oilseed Industry Branch was jointly initiated and established by 24 organizations, including Zhongji Kangyuan Grain and Oil Equipment (Beijing) Co., Ltd., Hubei Provincial Grain and Oil Group Co., Ltd., Hubei Modern Agriculture Co., Ltd., Yihai Kerry Golden Dragon Fish Grain and Oil Foods Co., Ltd., COFCO Engineering & Technology (Xi’an) International Engineering Co., Ltd., Mainaide Group Co., Ltd., Jiangyin Fuxin Machinery Co., Ltd., and others, in accordance with the principles of “voluntariness, equality, cooperation, and mutual benefit.” It is a non-legal-entity industry-specific branch composed of enterprises engaged in oilseed processing, as well as research institutes, colleges and universities, technology-based enterprises, and outstanding individuals who are voluntarily involved in the research, development, and manufacturing of oilseed processing technologies and equipment.
The conference reviewed and adopted the Articles of Association of the Oilseed Industry Branch, and elected the inaugural Board of Directors, including the Honorary Chairman, Chairman, Vice Chairmen, Secretary-General, and Chief Experts. Wang Ruiyuan was appointed Honorary Chairman, Xiang Hai as Chairman, Wang Wei, Jiang Hanzhong, Sun Guangxue, Li Bo, Wang Mu, and ten other individuals as Vice Chairmen, Ren Jiajia as Secretary-General, and Wang Xingguo and He Dongping as Chief Experts. In his capacity as representative of the newly elected leadership team, Chairman Xiang Hai delivered a statement outlining the branch’s commitment. The Oilseed Industry Branch will organize and guide enterprises involved in oilseed production, focus on innovation-driven development, effectively leverage relevant policies and measures, achieve efficient resource utilization and high-quality growth in oilseed production, increase the national output of high-quality edible oil, enhance China’s self-sufficiency in edible oil, and contribute to the building of a Healthy China. According to available information, the primary objectives and strategic direction for the first phase of work of the Oilseed Industry Branch of the China Agricultural Leading Enterprises Association have been set as promoting the development of the rice bran oil industry, increasing the oil-extraction yield from raw rice bran, and addressing the issue of waste associated with rice-bran resources.

Wang Ruiyuan, Honorary Chairman of the Oilseed Industry Branch, Chief Expert for Decision-Making Consultation at the China Association for Science and Technology, and former President of Zhonggu Grain & Oil Group, delivered a keynote report titled “The Development of the Rice-Oil Industry Is of Great Significance.” He pointed out that rice bran (including the rice germ) is a byproduct of rice processing; it is not only rich in fat but also packed with a wide array of nutrients, making it a high-quality oilseed resource. Typically, rice bran contains 18% to 20% oil—on par with the oil content of Chinese soybeans. If 70% of China’s rice-processing-generated rice-bran resources were utilized for oil extraction, and assuming an oil yield of 15% to 16%, China could produce approximately 1.5 million metric tons of rice oil annually. Based on current annual domestic edible-oil consumption, this would boost self-sufficiency by 3.5 percentage points—equivalent to the oil output from more than 9 million metric tons of domestically produced soybeans. In essence, it is “farming without tilling the fields,” making it an exceptionally valuable oilseed resource. To capitalize on this potential, we must do our part to fully harness rice-bran resources by further enhancing our understanding of the critical importance of developing the rice-oil industry; continuing to urge relevant national authorities to step up support for the growth of the rice-oil sector; increasing investment in science and technology for the rice-oil industry; and intensifying publicity efforts to promote the development of the rice-oil industry.
On the same day, the Rice Oil Industry Development Conference was also held. During the conference, Liao Shuangwen, General Manager of Hubei Provincial Grain and Oil Group Co., Ltd.; Wang Wei, Director of the Rice Business Division of Yihai Kerry Golden Dragon Fish Grain & Oil Foods Co., Ltd.; Xie Qizhen, Researcher at the Planning and Design Institute of the Ministry of Agriculture and Rural Affairs; and Wang Jun, Director of the Second Standards Division of the National Center for Food Safety Risk Assessment, delivered keynote presentations on such topics as national agricultural industrial policies in the new context, the current status and challenges facing the rice oil industry and ways to address them, the supply-and-demand dynamics of the rice oil market, the current state of development of primary processing machinery for agricultural products in China, and quality standards for edible oils, thereby engaging in a comprehensive discussion on the development of the rice oil industry.
