The Opening Ceremony of the 4th China Panjin Rural Revitalization Industry Expo and the Launching Ceremony of the Liaoning Provincial Main Venue for the Sixth Chinese Farmers’ Harvest Festival Were Held with Great Fanfare.

Celebrating the anniversary of the founding of the People’s Republic, rejoicing in a bountiful harvest, and promoting rural revitalization. On the morning of September 23, the opening ceremony of the Fourth China Panjin Rural Revitalization Industry Expo—co-hosted by the Liaoning Provincial Department of Agriculture and Rural Affairs, the Liaoning Provincial Department of Commerce, and the People’s Government of Panjin City—and the launch ceremony for the Liaoning Province main venue of the Sixth Chinese Farmers’ Harvest Festival were held in our city. Attending the event were Chen Ping, First-Level Inspector of the Market and Informationization Department of the Ministry of Agriculture and Rural Affairs; Zhang Yuxi, Chairman of Beijing Xinfadi Agricultural Products Co., Ltd.; Zhao Xingwu, President of the China Fisheries Association; Ren Zhi, Vice President of the China Grain Industry Association; Yang Bin, Chairman of the China Fisheries Mutual Insurance Society; Wang Peng, Deputy Director of the Liaoning Provincial Development and Reform Commission; Liu Huaiye, Deputy Director of the Liaoning Provincial Department of Agriculture and Rural Affairs; Lu Xichao, Deputy Director of the Liaoning Provincial Department of Culture and Tourism; Sun Yu, Deputy Director of the Liaoning Provincial Bureau of Rural Revitalization; Hu Shiliang, Member of the Party Leadership Group and Deputy Director of the Council of the Liaoning Provincial Supply and Marketing Cooperative; as well as Wang Bingsen, Secretary of the Municipal Party Committee, and Xing Peng, Deputy Secretary of the Municipal Party Committee and Mayor. The event was presided over by Liu Zhanming, a member of the Standing Committee of the Municipal Party Committee and Vice Mayor.

Chen Ping delivered a speech and officially declared the opening of the Fourth China Panjin Rural Revitalization Industry Expo. She stated that, as a major national producer of high-quality rice, Panjin City, under the strong leadership of the Municipal Party Committee and the Municipal Government, has innovatively established an interest-linkage mechanism featuring “industry alliances + new agricultural business entities + production bases + farming households,” thereby promoting high-quality, efficient development across the entire agricultural value chain. As a result, the brand value of Panjin Rice and Panjin River Crab has continued to rise, placing Panjin at the forefront of the province; moreover, the city has been awarded the honorary title of “China’s Rice-Crab Hometown” by the China Fisheries Association, which has effectively boosted farmers’ incomes, enhanced enterprise efficiency, and increased the overall value of the industry. She expressed the hope that Panjin City will take this event as a new starting point to fully and faithfully implement the Party Central Committee and the State Council’s decisions and arrangements on “agriculture, rural areas, and farmers” work, and to advance high-quality development of agriculture and rural areas with higher standards, greater intensity, and more concrete measures, thus writing a new chapter in Panjin’s rural revitalization.

In his address, Zhang Yuxi stated that the Rural Revitalization Industry Expo serves as a new window for Panjin—and indeed for the entire province of Liaoning—to open up to the outside world, as well as a new platform for regional economic and trade cooperation. This year’s expo not only brings together high-quality agricultural products, cutting-edge agricultural technologies, and advanced agricultural machinery and equipment from across the country, but also showcases new technologies, innovative products, and novel models in the fields of rural development, construction, and governance. By effectively integrating premium resources in the rural revitalization sector, the event vigorously promotes the alignment of supply and demand, fosters coordinated production–sales linkages, and expands brand outreach, thereby playing a critically important role in accelerating the modernization of agriculture and rural areas in Panjin and in advancing the comprehensive revitalization of rural regions.

In his address, Xing Peng, on behalf of the CPC Panjin Municipal Committee and the Panjin Municipal People’s Government, extended a warm welcome to all the distinguished leaders, experts, scholars, and other guests in attendance, and expressed heartfelt gratitude to all sectors of society that have long shown concern for and support of Panjin’s development, as well as to our new and old friends who have traveled from afar. He stated that in recent years, the CPC Panjin Municipal Committee and the Panjin Municipal People’s Government have thoroughly studied and implemented General Secretary Xi Jinping’s important expositions on “agriculture, rural areas, and farmers” work, steadfastly prioritizing the development of agriculture and rural areas, vigorously implementing the strategy of “storing grain in the land and in technology,” promulgating the “1+7” series of local standards and technical specifications for Panjin rice and the “1+6” series for Panjin river crabs, promoting high-quality rice and crab varieties such as “Honghaibin No. 1” and “Guanghe No. 1,” and making concerted efforts to build Panjin into a national key link in the agricultural whole-industry chain for rice, while accelerating the development of the japonica rice industrial cluster in the Liao River basin of Liaoning Province. At the same time, Panjin has continuously advanced the construction of beautiful countryside across the entire region, steadily enhanced the level of social governance in rural areas, maintained its leading position in the province in rural revitalization, and is gradually unfolding and painting a magnificent picture of a strong agriculture, a beautiful countryside, and prosperous farmers across the land of Panjin. The countryside offers vast opportunities, and now is the right time for revitalization. Panjin will do its utmost and provide the best possible services to ensure the success of all exhibitors, buyers, and guests from near and far, by offering robust support, building platforms, and facilitating smooth channels of communication. It is hoped that business representatives will seize the abundant opportunities and untapped potential in Panjin—this fertile ground brimming with promise—to engage in extensive negotiations and achieve even more fruitful outcomes; and that experts and scholars will come together here to spark intellectual exchanges, share their research findings, and contribute valuable insights to the comprehensive revitalization and development of Panjin’s rural areas. Panjin stands ready to continue working hand in hand with all partners, sharing development opportunities and co-creating a brighter future on the new journey of Panjin’s revitalization and development in the new era, thereby making new and greater contributions to Liaoning’s efforts to become a strong agricultural province and a major food industry hub.

At the launch ceremony, the China Fisheries Association conferred the honorary title of “China’s Rice-Crab Hometown” on Panjin City and held a signing ceremony for agricultural product procurement.
Following the ceremony, attending leaders and guests from various sectors toured the exhibition halls. According to organizers, the China Panjin Rural Revitalization Industry Expo—the nation’s first comprehensive expo dedicated to the theme of revitalizing rural industries—has, over many years of meticulous development, steadily expanded in scale and continuously enhanced its professional service standards, repeatedly setting new records for both visitor numbers and transaction value. This year’s edition is themed “Boosting All-Round Revitalization through Thriving Industries: Achieving New Breakthroughs.” Building on the successes of previous editions, the expo places particular emphasis on fostering innovative development across the entire rice industry value chain by establishing a platform for display and exchange and creating an open window for collaboration. The event has attracted more than 300 renowned domestic and international enterprises, research institutes, and industry associations (and alliances) as exhibitors, as well as over 100 purchasing representatives, achieving a comprehensive upgrade in terms of scale, caliber, content, and services.

Leaders of the four leading bodies of Panjin City and other relevant officials, along with principal officials from city-level departments and the governments of all counties and districts, attended the event. The event also invited representatives from relevant national, provincial, and municipal agencies, industry associations, enterprises, and renowned experts, as well as key central and provincial media outlets—including Xinhua News Agency, China Media Group, Guangming Daily, China Daily, Hong Kong Commercial Daily, Farmers’ Daily, Liaoning Daily, and Liaoning Radio and Television—and a delegation of 100 prominent online media platforms and internet influencers selected by the Cyberspace Administration of the CPC Central Committee and the Liaoning Provincial Cyberspace Administration.
